Under this theme, P&TLuxembourg, in partnership with the Drug Addiction Prevention Centre(CEPT) (see: www.cept.lu), the Grand Ducal Police and the national Minister of Education, invited 5th and 6th grade classes from primary schools as well as classes from secondary schools, to participate in a design contest with the best design in each category being chosen for inclusion on a stamp.

Concerned about making the general public more aware of the problems associated with the abuse of intoxicating substances without using an alarmist approach, the jury of the “P&T Grand Prix of Philatelic Design” favoured designs representing the positive aspects of a life without prohibited drugs, alcohol and tobacco. First prize for primary school students went to Victor Tesch who shows us a street where drug usage of any kind is forbidden by a sign guarded by a surreal character reminiscent of the characters created by Keith Haring.

The winner in the second student age class was Paul Hoffmann. His work, produced on a computer, shows an ashtray where the cigarettes are being transformed into carrots, the smoke into parsley, and the ashes into white cheese and cherry tomatoes. Note that in relation to the fi ght against drug addiction, the European Council approved in December 2004 an anti-drug strategy for the European Union covering the period 20052012. Notably, the strategy document recommends improving access to prevention programmes, to improve their effectiveness and to take steps to raise awareness. The latter goal was the subject of the contest.
